What is panne velvet?

Panne velvet is made by weaving loops into the fabric that are later cut open at the top, leaving short upright hairs on the surface. Those little hairs are what give velvet its shine and softness. Brush them one way and the fabric looks darker, brush them the other way and it looks lighter, this is what fabric people call the nap. In this dark green colourway that effect is especially visible, since the green deepens almost to black wherever the nap lies flat and lightens up where the hairs stand more upright.
